Polyester Textured Yarn from China and India: Annual Review

Today, March 19th, 2024, the Ministry of Economy published in the Official Gazette the Resolution of the initiation of the annual review of the antidumping duties imposed on imports of polyester textured yarn form the People’s Republic of China and the Republic of India.

The Ministry initiated this annual review ex officio because Akra Polyester, S.A. de C.V. (a member of the domestic industry) announced through an official statement about the closing of its filament plant that produces texturized yarn (hereinafter, “PTY”).

Mexican Industry

Akra Polyester, S.A. de C.V. and Antextextil, S.A. de C.V.

Product under Review

PTY, synthetic multifilament yarn made from Polyethylene terephthalate (PETP), either virgin or recycled. All forms of PTY, regardless of surface texture or appearance, yarn density and thickness (measured in denier or decitex), number of filaments, number of plies, finish (luster or sheen), cross section, color, dyeing method, texturizing method, or packaging method (such as spindles, tubes or rolls).

Mexican Tariff Item

5402.33.01 of the Tariff of the General Law of Import and Export Taxes (TIGIE).

Period of review (Dumping)

1 October 2022 to 30 September 2023.

Period of Analysis (Injury)

1 October 2018 to 30 September 2023.

Exporters' Questionnaires Deadline:

April 30th, 2024, extensions may be requested.

Antidumping Duties

Imports originating from the People’s Republic of China and Republic of India of $0.532 dollars per kilogram.

Objective of the reviews

The Ministry may determine to maintain, eliminate, or modify fresh dumping margins of the antidumping duties.
