Antidumping Investigation on SBS Rubber from China

Today, August 7th, 2024, the Ministry of Economy published the notice of Initiation of the Antidumping Investigation concerning Styrene-Butadiene Thermoplastic Rubber from the People’s Republic of China (PRC). In this post, you will find all the relevant information concerning this investigation.

Petitioner

The company that requested the initiation of the antidumping investigation on SBS rubber is the Mexican producer Dynasol Elastómeros S.A. de C.V.

Investigated Product

The name of the investigated product is Styrene butadiene styrene thermoplastic rubber. Commercially, it is known as SBS rubber, SBS thermoplastic elastomer, thermoplastic elastomer, thermoplastic rubber, styrene-butadiene-styrene, polybutadiene-styrene, synthetic rubber, copolymer rubber, styrene-butadiene block copolymer, among others. The condition for this to be considered as an SBS rubber is that the combination of butadiene and styrene make up 100% of the content. 

Mexican Tariff Item

SBS rubber is imported into national territory under the tariff items 3903.90.99, 4002.11.99, 4002.19.02, 4002.19.99 and 4002.99.99 of the Mexican HTS.

Normal Value

To determine the normal value of the SBS rubber, the Ministry of Economy resorted to the domestic prices of China. In particular, it took into consideration the information of the Chinese producer Sinopec.

Period of Investigation (Dumping)

On the one hand, the Ministry of Economy determined that the period of investigation is from April 1st, 2023, to March 31st, 2024. The period of investigation is the timelapse used to analyze whether the investigated product imports were done under dumping.

Period of Analysis (Injury)

On the other hand, the Ministry of Economy established that the period of analysis is going to be that from April 1st, 2021, to March 31st, 2024. This timeframe will be used to determine a potential threat of injury to the domestic producers of SBS rubber.

Deadline

The last day for exporters and producers to submit its information to participate in this antidumping investigation is September 17th, 2024. A deadline extension may be requested.
