Antidumping Tires from China

On April 05, 2022, the Ministry of Economy published the notice of initiation of the antidumping investigation concerning pneumatic tires from China in the Official Gazette of the Federation. Currently, the investigation has concluded with the imposition of antidumping duties. Read all the details on this determination and VTZ participation in this procedure:

Petitioners

  • Bridgestone de México, S.A. de C.V. (Bridgestone)
  • Compañía Hulera Tornel, S.A. de C.V. (Tornel)
  • Continental Tire de México, S.A. de C.V. (Continental)
  • Industrias Michelin, S.A. de C.V. (Michelín)
  • Mexican Chamber of Rubber Industry (Cámara Nacional de la Industria Hulera, or CNIH) is supporting the domestic producers.

Investigated Product

New pneumatic tires of radial construction for automobiles, vans, and light trucks. The tires under investigation have a nominal inside diameter of 13 to 22 inches (330.2 mm to 558.8 mm). In addition, the height and width of the investigated tires (known as “series”) have a ratio that normally varies between 35% and 85%.

Final determination

On September 30, 2024, the Ministry of Economy published the Final Determination of the antidumping investigation on tires from China. In its determination, the Ministry concluded that the imports of this product were made under dumping conditions. Furthermore, it considered that such imports threaten to cause injury to the domestic industry. Consequently, the Ministry imposed the following definitive antidumping duties:

Shandong Linglong
Antidumping duty: 19.37%
Shandong Changfeng Tyres
Antidumping duty: 7.16%
Wanli Tire
Antidumping duty: 32.24%
Zodo Tire
Antidumping duty: 5.18%
Shandong Haohua Tire
Antidumping duty: 11.55%
Not sampled Chinese companies
Antidumping duty: 14.82%
Zhaoqing Junhong and the rest of Chinese exporters
Antidumping duty: 32.24%

These definitive antidumping duties will begin to apply as of October 1, 2024 for all exports of tires originating in China.

VTZ Participation

In this antidumping investigation, VTZ’s team had a significant participation by representing a considerable number of importers and exporters. Notably, our team represented the following exporting companies that obtained a specific antidumping duty:

  • Shandong Linglong
  • Wanli Tire
  • Zodo Tire
  • Shandong Haohua Tire
  • Zhaoqing Junhong

 

VTZ also represented the Mexican importers Tire Direct S.A. de C.V., Zafco Llantas de México S.A. de C.V. and MG Asesorías y Soluciones Cork S.A. de C.V. in this antidumping investigation.

Mexican Tariff Item

The tires enter into national territory through the tariff items 4011.10.02, 4011.10.03, 4011.10.04, 4011.10.05, 4011.10.06, 4011.10.07, 4011.10.08, 4011.10.09, 4011.10.99 and 4011.20.02 of the Mexican Tariff of the General Law of Import and Export Taxes (TIGIE).

Normal Value Determination

The Ministry resorted to Domestic Sales in China to determine the normal value in this investigation.

Period of Investigation

July 1, 2021, to June 30, 2022.

Period of Analysis

July 1, 2019, to June 30, 2022.

Deadline

The last day for exporters and importers to participate in the investigation is May 19, 2023, although an extension of deadline may be requested.
