VTZ Wrapped 2025: Delivering Results in Antidumping Proceedings

As we close another successful year, we are proud to share a recap of the antidumping cases where our firm played a key role. Our commitment to excellence and deep expertise in trade law allowed us to support businesses in complicated times.

This year VTZ participated in…

Our team actively participated in 14 antidumping investigations, sunset reviews, and annual reviews. In these proceedings, we covered a wide range of industries including steel, plastics, chemicals, agricultural, and consumer goods. The proceedings were as follows:

Investigation: Clear Floated Glass from Malaysia and China	Investigation: Ceramic coatings from India
Investigation: Epoxidized Soybean Oil from Brazil and China	Investigation: Pineapple in Syrup from Thailand, Indonesia, and Philippines.
Investigation: PVC Tarpaulins from China	Investigation: Masking Tape from China

Moreover, Mexico initiated 15 new antidumping investigations in 2025. VTZ is participating in 8 of them.

VTZ’s Favorite Clients… (Spoiler: All of them)

We had the privilege of representing more than 40 foreign producers and exporters, as well as more than 15 Mexican importers. Among our clients, we are glad to have the trust of leading producers and exporters mainly from Asia (China, Vietnam, Malaysia, Thailand, and India) and the Americas (the United States and Brazil).

Our clients consistently obtained specific dumping margins based on their own information and were able to submit non-injury arguments in certain cases. Overall, our clients were able to maintain competitive market positions and avoid unjust antidumping duties in Mexico. Moreover, we are currently advising many clients on ongoing procedures to preserve their market access against potentially restrictive antidumping duties.

VTZ’s Top Antidumping Proceedings

Although every matter is equally important, we believe that there are 4 proceedings that are worth highlighting:

Polyester Resin from China: We represented 6 Chinese producers and 1 U.S. trader in the antidumping investigation involving polyester resin (PET). All our clients obtained an individual dumping margin based on their own information. In addition, our clients, Chongqing Wankai and Wankai New Materials, obtained de minimis This implies that their exports are free of antidumping duties. This is the first time in years that Chinese companies have obtained an antidumping duty-free status for its exports following an antidumping investigation in Mexico.
PVC Suspension from the U.S.: Our team is currently representing two major PVC American producers, OxyGroup and Westlake Corporation, in an antidumping investigation. Both companies are submitting non-injury arguments against the imposition of antidumping duties. This investigation is currently ongoing.
Coated Flat Steel from Vietnam – We advise 4 Vietnamese coated flat steel producers in the annual antidumping review for this product. VTZ advised these companies in the original investigation. However, as the Mexican domestic industry introduced new argument (such as a claim that Vietnam is a non-market economy!), our team is actively helping the Vietnamese industry in protecting their interests and ensuring a fair proceeding.
Epoxidized Soybean Oil (ESBO) from Brazil and China: Our team is representing one of the two Brazilian ESBO producers, B.B.C. Indústria e Comércio, in this proceeding. The Investigating Authority questioned the producers’ export price, normal value, and costs of production. Our client properly responded to all inquiries and was the only producer able to obtain a provisional dumping margin based on its own information. Currently, our client’s provisional antidumping duty is almost ten times lower than that of the rest of the Chinese and Brazilian companies.
