Sunset and Annual Review against SBR from U.S., Korea and Japan

On January 24th, 2024, the Ministry of Economy published in the Official Gazette the Notice of initiation of the sunset and annual review concerning styrene-butadiene rubber from United States of America, Korea and Japan.  

  • MEXICAN INDUSTRY: Industrias Negromex, S.A. de C.V.
  • INVESTIGATED PRODUCT: Styrene-Butadiene Rubber (SBR), whose compositions of butadiene with styrene in different proportions are within the range of 22.5% to 62.5% butadiene in pitch, which is classified with the 1500 (cold polymerized non-extended polymers), 1700 (oil extended polymers) and 1900 (high styrene) series, according to the International Institute of Synthetic Rubber Producers (“IISRP”) numerical system.
  • MEXICAN TARIFF ITEM: 4002.19.01, 4002.19.02, 4002.19.03 and 4002.19.99 of the Tariff of the General Law of Import and Export Taxes (TIGIE).
  • PERIOD OF REVIEW (DUMPING): 1 January 2023 to 31 December 2023.
  • PERIOD OF ANALYSIS (INJURY): 1 January 2019 to 31 December 2023.
  • EXPORTERS’ QUESTIONNAIRES DEADLINE: March 5th, 2024, extensions may be requested.
  • ANTIDUMPING DUTIES:
    • Imports originating from the United States of America of $0.34075 dollars per kilogram;  
    • Imports originating from Korea of $0.11378 dollars per kilogram, except those exported by LG Chem Ltd. and, 
    • Imports originating from Japan and from Zeon Corporation and other exporters of Japan of $0.23556 dollars per kilogram. 
  • OBJECTIVE OF THE REVIEWS: To continue or eliminate the antidumping duties, as well as to determine fresh dumping margins. The Ministry may determine new dumping margins as well modify or eliminate any of the antidumping duties.
