Antidumping Investigation of Footwear from China

Today, April 26th 2024, the Economy Ministry published the Resolution declaring the ex officio initiation of the administrative proceeding of antidumping investigation on imports of footwear originating in China, in the Official Gazette of the Federation.

Petitioners

This is an ex officio proceeding, i.e., the Ministry self-initiated the investigation without a petition supported by the domestic industry.

Investigated Product

Boots with synthetic upper and synthetic sole; Basic, formal and dress sandals with synthetic upper and synthetic sole; Sports sneakers with synthetic upper and synthetic sole; Sports sneakers with textile upper and synthetic sole; Casual footwear with textile upper and synthetic sole; and Basic, formal and dress sandals with textile upper and synthetic sole.

Mexican Tariff Item

6402.91.06, 6402.99.19, 6402.99.20, 6404.11.17, 6404.19.02, 6404.19.08, and 6404.19.99.

Normal Value Determination

The Ministry of Economy established the normal value of the investigated product based on the reference prices in the domestic market in China obtained from the web page https://www.1688.com/.

Period of Investigation (Dumping)

October 1, 2022 to September 30, 2023.

Period of Analysis (Injury)

October 1, 2020, to September 30, 2023.

Deadline to Participate

The deadline to submit the questionnaire is June 6, 2024, although an extension may be requested. Ministry’s actual practice is to grant a very limited extension.
