El proyecto de actualización de la Tarifa de la Ley de los Impuestos Generales de Importación y de Exportación (TIGIE) tiene como objetivo fundamental implementar la Sexta Enmienda al Sistema Armonizado, derivado del compromiso adquirido por México, como Parte de la Organización Mundial de Aduanas (OMA). Este cambio al Sistema Armonizado busca, en términos generales, adecuar la nomenclatura internacional a los patrones actuales de comercio.
Al igual que otros 153 países contratantes de la Convención Internacional sobre el Sistema Armonizado, México deberá implementar las actualizaciones de la Sexta Enmienda en su marco jurídico durante el 2017. Estos cambios se refieren a los siguientes sectores: pesca, productos forestales, productos anti-malaria, químicos, cerámicos, avances tecnológicos, entre otros.
Ahora bien, además de implementar los cambios de la Sexta Enmienda, la Secretaria de Economía se ha dado a la tarea de realizar una revisión integral de la TIGIE, que desde su creación no se ha revisado. En ese sentido, se planea eliminar fracciones arancelarias por bajo comercio y realizar la compactación y desdoblamiento de fracciones arancelarias para fines estadísticos (10 dígitos en lugar de 8 dígitos).
En virtud de lo anterior, la Secretaría de Economía ha convocado a una Consulta Pública para generar una “nueva” TIGIE, con el fin de recibir comentarios con conocimiento y experiencia de aquellos sectores no incluidos en la Sexta Enmienda.
